Background & History

Teachable Moments Services Inc. (TMS) was incorporated in April 2015 and formally began operations in July of that year under contract to Community Living British Columbia (CLBC) to provide staffed residential and community inclusion services for developmentally disabled adults.

Since March 2016, TMS has also provided respite care, housing and supervision services for children and youth, under contracts with Nuu-chah-nulth Tribal Council-Family and Child Services (USMA).  Contracted services include: related support and training for families and/or foster parents; before and after school care; support with school integration; home-based schooling; community integration, cultural and recreational opportunities.

In July 2018, TMS earned a three year accreditation by CARF Canada for our Community Housing programs.

Previous history and experience

Prior to 2015, our Executive Director Patricia Messenger successfully contracted with Community Living British Columbia (CLBC) as the sole proprietor of Teachable Moments Services. From March 20th 2012 to June 2015, her organization provided staffed residential and community inclusion services for developmentally disabled adults.

Prior to 2012 the current owners, directors and managers of TMS were involved with the provision of services for children with health challenges and/or developmental disabilities. 

The services provided by the TMS management team members has included foster care, home share arrangements, contracted respite care, autism intervention support and other person-centred supports on a fee for service basis through arrangements with the Ministry of Children & Family Development.  

The current operations grew out of our desire to ensure that ongoing, quality care would be sustained for the foster children who have been part of the Messenger Family. After over 35 years as a Foster Family, our goal now is to foster and develop sustainable person-centered care models moving into the future!
